		<description>A very astute analysis.  I agree that the pivotal "question is whether war crimes ... are themselves acts that are 'manifestly inconsistent with public order as understood in international relations.'"  However I'm not sure I would answer in the affirmative. 

Everyone knows that Israel occupies land outside its borders, but no state with the power to stop this cares.  If the occupation is indeed a war crime, this suggests that it's nonetheless not actually "inconsistent with public order."  A cynic (aka "realist") might even go so far as to say that war crimes, like the rest of public international law, are only taken seriously in international relations when a state can advance its own agenda by doing so.  If this is true, then perhaps Cullen J. got the answer to the pivotal question right.</description>
